Fran Taberner
Fran Taberner joins ChesterCare as manager. She joins from the Welsh Water Authority, where she was customer service manager for 12 years. ChesterCare is part of Chester & District Housing Trust and provides a lifeline alarm service.

Elgar housing association
Elgar Housing Association has elected tenants Martin Penkoks and Eileen Thomas as board members.

Ian Jennings
Mercian Housing Association has appointed Ian Jennings as community officer. Previously, he worked for Leicester Housing Association as a customer service coordinator and lettings manager.

Jane Dawson
Jane Dawson has joined Estuary Housing Association as head of human resources. It's her first job in housing.

Karen Laydon
Festival Housing Group has appointed Karen Laydon to run its Homebuy scheme. She formerly worked in the group's support services department.

Frances Mapstone
Frances Mapstone joins Westminster council as chief housing officer. Previously the council's assistant director of housing, she started her housing career as a rent collector before moving into homelessness and housing policy.

Ted White
Chester & District Housing Trust tenant Ted White joins the board of the organisation as tenant representative.

He has been involved in several resident groups.

Adactus Housing Group
Former County Palatine chief executive Paul Lees is heading Adactus Housing Group. Adactus was formed in August after the merger of Family Housing Association (Manchester), County Palatine and Beech Housing Association. Family's former chief executive Brian Leicester becomes group company secretary of Adactus. Annabelle Robinson becomes group director of housing management, Brian Moran becomes group policy and research manager, Graham Roberts becomes group director of property services and Helen Buckingham becomes group health and safety manager.

Tony Ruddy
Tony Ruddy is the new director of Ark Housing Association, based in Belfast. He was previously the assistant district housing manager in Carrickfergus and worked for the Northern Ireland Housing Executive.

English cities fund
Lesley Chalmers and Victor Benjamin have joined the English Cities Fund. Lesley becomes chief executive and Victor joins the board.

The fund aims to bring private investment to neglected town centres and city fringes.

Fiona Thompson-Towle
Fiona Thompson-Towle has been appointed as Suffolk-based Havebury Housing Partnership's new tenant involvement officer.

Robert Leng
Robert Leng joins Essex-based RSL Colne Housing Society as chairman. He succeeds Rodney Borgartz, who will remain a board member.

“I would promote more new initiatives to help deal with the homeless and try to ensure that housing was made more affordable for the average earner as well as plan regeneration for run-down estates.”
