The £500m, mixed-use scheme with 382 affordable homes was designed by Sir Terry Farrell for a site on the bank of the Thames.
It includes a 25-storey tower in Kensington & Chelsea and a 37-storey tower in Hammersmith & Fulham and would also convert a redundant power station.
Kensington & Chelsea refused because it believes the tall buildings would harm its skyline. Circadian is to appeal and expects a decision next summer.
