Acting chief executive Kathryn Stevenson said joining a group like B&N was the best way for Nene to grow. She said: "At the moment we are just in discussions. Looking at the growth opportunities that exist now, this is what we believe will be the best way forward."
David Barrow, group customer services director for B&N, said the association planned to expand beyond its bases in the North and South-east and was in discussions with two other housing associations, including Leeds Federated. "We are talking to other people about mergers," he said.
"Over 10 years we plan to be a national organisation. We plan to bring the business into the health, housing regeneration and possibly education markets.
"We plan to have a core business in housing of about 50,000 homes; at the moment we have 14,000."
Nene is the latest small association to look to merge after the Housing Corporation began setting aside development funds for larger associations.
