The budget checklist
1 Site conditions and constraints
 Is the site clear?
Do the buildings to be demolished contain asbestos?
 Is the land contaminated?
 What are the ground conditions?
 What are the site contours?
 Can existing materials be salvaged?
Certain of these costs could be offset against the land purchase price.
 Typical overall budget provision5-10%
2 Buildings : income and non-income generating
 Building types and uses
 offices/residential
 low rise/high rise
 mixed use towers
 alternative specifications
 net to gross efficiencies
 Typical overall budget provision75-90%
Allocation split is: buildings 80-90%, car parking 5-10% and external works 5-10%
3 On-site infrastructure
 Estate/secondary roads
 Mains services
 Infrastructure network
 Public open spaces and parkland
 Typical overall budget provision5-10%
4 Off-site infrastructure, network and neighbourhood characteristics
 Surrounding road network
 Site access points
 Bridges
 Mains services diversions and reinforcements
 Restrictions imposed by neighbours/covenants
 Typical overall budget provision0-5%
It is essential to consider the four elements in the checklist included here. If the relative proportions of the masterplan differ greatly from these percentage allocations, then the scheme is either unviable, an exceptional opportunity, or it is one to be re-analysed.
