A cut above: This 440-home scheme at Newhall in Harlow, Essex, has been rated one of the architectural highlights of the year by the Commission for Architecture and the Built Environment. The architect for this portion of the scheme was Proctor Matthews Architects and the developer was Copthorn Homes. The whole scheme, which will be built to the same standards, will have 106 affordable homes when it is completed in 2006.
