"It is far too reliant on the private sector to meet the demand for affordable housing," said one respondent.
"These are the very people who have consistently let us down in the past and brought us to the sorry state we are in."
More than two-thirds of the 117 respondents said the government was not investing enough money in housing. Only 21% said they thought the money available for the plan was adequate.
One respondent said funds should be "at least triple what they are".
The government's approach to low demand came in for particularly strong criticism. Nearly 70% of respondents said the government's remit for tackling the problem was not comprehensive enough.
There was also support for a rethink of the government's decent homes policy, and half the respondents thought the government was wrong to base the increase in housing supply on just four growth areas.
"There is land available in the growth areas, because no one wants to live there," said one. "The plan isn't holistic enough to solve this."
